Bill Flores Discusses the Latest from Washington

Washington, D.C., July 2, 2020 | comments
U.S. Representative Bill Flores (R-Texas) issued the following statements regarding America's Independence Day; Democrats wasting time on partisan legislation; passage of H.R. 1425, the Patient Protection and Affordable Care Act Enhancement Act; H.R. 2, the Moving Forward Act; passage of other partisan legislation that has no chance of becoming law; holding China accountable; and resources for Texans about the SARS-CoV-2 virus and COVID-19.

Wishing You and Your Family a Safe and Meaningful Independence Day

"I hope you and your family have a safe and meaningful celebration on this special and historic day for the USA.  Independence Day is a day when we, as a nation, come together to celebrate our triumphant fight for freedom and liberty.  We remember the courage of those brave patriots who took a stand 244 years ago on July 4, 1776 and signed their names on the most influential document in our nation's history.  The Declaration of Independence.  They risked everything to take a stand against the most powerful empire in the world because they believed in freedom, liberty, and opportunity for all people.

"We must also never forget that we are able to enjoy the blessings of freedom and liberty because of the service and sacrifice of our military men and women.  More than one million members of the United States military have paid the ultimate price by sacrificing their lives in the line of duty to defend our liberties.  They are the first line of defense against tyranny and oppression.  We are forever grateful to these brave men and women.  We live in the land of the free because of the brave."

House Democrats Waste Another Week Passing Legislation That Will Not Become Law Instead of Helping Hardworking American Families

"I am disappointed that Speaker Pelosi continues to waste time on partisan legislation that will not become law instead of confronting the real challenges facing our nation.  A glaring example this week is the House Democrats' actions on a timely and important issue like infrastructure.  Our nation's infrastructure is historically a bipartisan issue.  Instead, House Democrats made it a purely partisan bill with zero input from Republican colleagues.  Americans are naturally optimistic, believing that in a time of crisis, our leaders will come together.  At a time when we need cooperation, Speaker Pelosi has shown she is too focused on politics and too stubborn to find real solutions.

"The House Democrats' willingness to only put forward legislation that appeals to their far-left base stands in stark contrast to how Republicans governed when in the majority.  In this Congress (2019-2020), only 145 bills have become law.  By comparison, in the 2017-2018 Congress (led by Republicans) 443 bills were signed into law by President Trump, of which about 99% were bipartisan.  In the 2013-2014 Congress, when Republicans in the House were working with President Obama, 329 bills were signed into law, and in the 2011-2012 Congress, when President Obama's first term was ending and Republicans controlled the House, 284 bills became law.  It clearly appears that Congressional Democrats have no intention of working with Republicans or President Trump.  Except for a few never-ending series of failed, scam investigations of President Trump, this has truly been a do-nothing Congress led by Nancy Pelosi and her extremist allies."

House Passes Legislation that Slows Breakthroughs in Vaccine Development

"On Monday, the House passed H.R. 1425, the Patient Protection and Affordable Care Act Enhancement Act, better entitled the "Slow COVID Cures Act."  This legislation is a prime example of Speaker Pelosi's governing motto, 'never let a good crisis go to waste.'  It exploits the Coronavirus crisis to force government-controlled health care on the American people and institute socialist price controls in the drug market.  This will only serve to discourage private research and development of vaccines, cures, and therapies for our seniors and most vulnerable patients.

"The last time Democrats tried this scam earlier this year, the White House Council of Economic Advisors stated that these price controls will result in as many as 100 fewer cures and treatments over the next 10 years.  This political malpractice is life or death for millions of Americans if their condition is left untreated.  In fact, House Democrats were so blindly partisan that they followed Speaker Pelosi's lead in voting against a sensible Republican amendment that would have protected vulnerable patients from this harmful overreach."

House Democrats Shatter Bipartisan Norms to Pass Infrastructure Legislation

"On Wednesday, the House passed H.R. 2, the Moving Forward Act, better entitled the "My Way or the Highway Act".  While infrastructure is normally bipartisan, this bill was written behind closed doors, and with no input from Republicans.  This bill was so partisan, it only received three Republican votes, a sharp break from the last infrastructure legislation that was passed in 2015 when Republicans controlled the House.  That bill passed unanimously out of the House Transportation & Infrastructure Committee and then passed the full House with 371 votes, including 180 Democrats.

"The difference between that bill and H.R. 2 is striking.  The last surface transportation bill focused on improving our infrastructure to meet the challenges of the 21st century.  H.R. 2 abandons those improvements to focus instead on the imposition of the economy-destroying Green New Deal.  Under this bill, $2 out of every $5 goes to Green New Deal goals, as either new programs or as costly new green requirements for existing programs.

"This is not serious legislation.  This is a political messaging bill that was written by liberal special interest groups.  It is heavily biased against rural America, and reduces funding for our roads and bridges, despite years of Democrat rhetoric about crumbling infrastructure.  With the Green New Deal provisions in the bill, it reads more like an embrace of Nancy Pelosi's climate change radicals than a bill that will become law."

House Democrats Pass More Socialist Legislation

"This week, House Democrats also forced votes on two other pieces of legislation that have no chance of being signed into law.  These bills are being passed purely as messaging bills to appease Nancy Pelosi's socialist base.  H.R. 5332, the Protecting Your Credit Score Act would expand the Consumer Financial Protection Bureau's broad authority over credit reporting, despite the Supreme Court holding just this week that the structure of the Bureau is unconstitutional.  H.R. 7301 would increase federal spending on public housing by $194 billion, the bulk of which would be spent on failed programs with little oversight on how that money is spent."

Continuing to Hold China Accountable

"There is little doubt that the worldwide spread of the SARS-CoV-2 virus and COVID-19 and the resulting outbreak has laid bare the extreme risks in the U.S. pharmaceutical supply chain.  On Wednesday, I testified before the House China Task Force about my legislation, H.R. 6885, the Safe and Secure Medicine Supply for Hardworking Americans Act.  This legislation aims to ensure that pharmaceutical products sold in the United States are safe, free of contamination by shoddy foreign manufacturers, and ultimately, provided by a secure American supply chain.  The legislation includes tariffs on drugs from China and India, incentives to build a robust American pharmaceutical supply chain, and substantial penalties for the importation of tainted foreign pharmaceuticals.

"Also this week, the Chinese Communist Party (CCP) formally passed new security legislation designed to crackdown on free speech and protests in Hong Kong.  this has already led to more than 300 arrests of freedom demonstrators in Hong Kong on just the first day the law came into effect.  This law is a clear violation of the original agreement to transfer the Hong Kong Colony from England to China and shows yet again that the CCP is not interested in cooperating with other nations or honoring international agreements."
