U.S. Representative Bill Flores (R-Texas) issued the following statement regarding the public release of the House Permanent Select Committee on Intelligence FISA memo:

“While the vast majority of personnel at the Federal Bureau of Investigation (FBI) and the U.S. Department of Justice (DOJ) are devoted and law-abiding persons who are focused on keeping hardworking Americans safe, today’s release of the House Permanent Select Committee on Intelligence (HPSCI) memo regarding FISA activities at the FBI and DOJ clearly indicate that certain individuals in those organizations abused their authority.  It is important to note that this memo was carefully prepared and reviewed by experienced intelligence personnel so that the public dissemination of it will not endanger any classified sources or methods nor will it impede any ongoing House and Senate investigations, including the Mueller investigation.

“The American people have a right to know when members of a federal intelligence agency abuse the public trust by breaking the law. The HPSCI memo shows that a few individuals in the DOJ and FBI ignored the law and our Constitution in 2016 by using a document to obtain a FISA warrant and renewals of that warrant.  They did so without disclosing the document was opposition research paid for by a political organization to be used to discredit a candidate who was running for elected office. This action clearly infringed on the constitutional protections and civil liberties of an American citizen.  In essence, these individuals ‘weaponized’ the FISA process for political purposes.

“Our FISA system is critical to keeping America safe from evolving terror threats abroad and at home; however, it is only effective when trustworthy evidence is used to trigger warrant applications. Shining a light on these inappropriate actions provides the public accountability needed to prevent this from happening again. We entrust our intelligence agencies to utilize their lawful authority and tools to protect the nation and its citizens. I strongly support the ongoing Congressional oversight efforts of this matter.”

It was a busy week in the House. We passed the Intelligence Authorization Act and the Unfunded Mandates Information and Transparency Act, and the Energy and Commerce Committee passed my bipartisan bill – the Advanced Nuclear Fuel Availability Act.
